NSSA SIGN CODE SEMINAR
NSSA Seminar scheduled for November 3, 2011 in Albany, New York
Sign Codes: Understanding for Planning is the title of this 5-hour training. Based on the success of the trainings in 2006 through 2010 in Rhode Island, New Hampshire, Massachusetts, Vermont and Maryland this day-long seminar, of four related presentations, will continue to focus on developing an understanding of signage and fostering an open dialogue between planning officials, design/development review boards, code/building inspectors, sign company personnel and end user businesses.
This training is being offered FREE to New York planning officials and APA members. AICP members can earn 5 Certification Maintenance (CM) credits for this activity. Related businesses are welcome to attend for a small fee. Seating is limited and early registration is recommended. Luncheon is included.
Project Goal, Objective, and Activities:
This training will feature four different speakers who will cover the following objectives:
- Educating the audience about different types of signs, illumination for signs, exterior and interior lighting
- Technical information to educate and explain the definitions of different types of signs
- Relationship between signage and small businesses success
- Relationship between successful small business and community tax base
- Waiting periods and permit fees for sign codes and their effect on business
- What constitutes sign codes that comply with Civil Rights
- Objective evaluation of sign codes to ensure content neutrality and adherence to Civil Rights
- How to turn restrictive sign codes into Civil Rights compliant sign codes
- The First, Fourth and Fifteenth Amendments will be reviewed as well as Federal Trademark Law
Questions and answers will be encouraged throughout the presentations, and several publications will be handed out as well as complete copies of the PowerPoint presentations.
The Goal of the presentations is that once the audience receives the information it will be more informed about the signage industry and understand the role sign regulations play to enhance a local government’s efforts to ensure a safe way to find businesses and promote the local economy.

INSTRUCTOR BIOS
Raymond Denault
Mr. Denault has been the owner and operator of Twin State Signs, Inc. in Essex Junction, VT, since 1985. He holds a degree in electrical engineering from Indiana Tech and an electrical sign license in Vermont. He has 15 year of experience in lecturing on the start-up of new businesses and consulting on business survival. For the past 10 years he has presented as an expert witness before zoning and review boards. He will present the first section on Sign Definitions and Construction Techniques.
Jeffrey Bauman
Mr. Bauman has held senior sales, marketing and management positions with Litton Industries and Rockwell International. He is currently Regional Sales Manager for Electro-Matic Products, Inc., a 40 year-old Michigan manufacturer of indoor, outdoor, and industrial LED electronic message centers. He holds a degree in electrical engineering from Syracuse University. He will present the section on EMCs: How They Work and Impact Your Community.
Major Clark
Mr. Clark is the United States SBA Assistant Chief Counsel for Procurement Policy in the Office of Advocacy. He has over thirty years experience in corporate administration, business development, congressional legislative operations, urban planning, housing, economic development, and as an educator. Mr. Clark is a national speaker on topics including: small business, urban development and planning, land use law and economic development strategies. He provided input in the production of The Signage SourceBook and The Value of Signs guide. He will present the section on the Value of a Sign and Its Impact on the Success of a small Business.
Kenneth Peskin
Mr. Peskin is the Manager of State and Local Government Affairs for the International Sign Association (ISA) based in Alexandria, VA. He regularly meets with city officials, appears at public hearings, files written comments on draft ordinances, and speaks on sign-related issues around the country. He grew up in the sign industry. His family has manufactured custom electric signs in Youngstown, OH since 1918. Ken formerly worked for the U.S. Chamber of Commerce handling federal regulatory and environmental issues. He will present the section on Sign Codes and Legal Issues.
